About Zachary Kelman
Kelman began her legal career internally for large financial institutions such as Credit Suisse and Morgan Stanley in areas such as Anti-Money Laundering (AML), Know Your Customer (KYC), and similar important regulatory areas required for legacy financial infrastructure. His in-depth knowledge of international transaction monitoring mechanisms enables him to advise emerging crypto fintech and venture capital companies.
Kelman became famous in 2014 when he drafted HR 5892, the Online Market Protection Act of 2014 – which was supposed to exempt most online transactions from most US regulations – and was filed with Congress that year. He is also a member of the Florida Blockchain Enterprise Association’s Legislative Committee and has helped develop two bills (HB 1351 and SB 1758) aimed at positioning Florida as a prime destination for startups.
He previously served as the chief legal officer and director of the Caribbean crypto exchange Bitt, where he worked with Caribbean governments to draft early laws to encourage the introduction of crypto assets in the Caribbean. He did the same for Southeast Asian digital asset company Coins.ph, which worked with the Philippine central bank to draft the law in 2017.
