Flashbots is an auction-enabled marketplace for on-chain arbitrage opportunities. With this approach, the project will help mitigate the negative impacts of MEV on the blockchain ecosystem as a whole.

The immediate context of this message is unknown, but most likely what Hasu (a key member of the project’s development team) is referring to is Flashbots Relay’s open source implementation.
This action was presumably in response to legal issues and censorship requests from the US Office of Foreign Assets Control (OFAC).
