In addition to the method of investing virtual money through the Vitae Company in the Muong Lat District, there is another form of investment on the Internet by a person named Koukham (in Vientiane, Laos). There are currently 35 ethnic Mong people attending, mostly women.

Each participant must pay an amount of VND 1-2 million over the previous participant. If the participant attracts others, he receives a percentage of the commission in the form of multi-level ladders from the amount he pays for the company, this commission is pushed onto the participant’s e-wallet.

According to functional forces, fraudulent activity in Muong Lat shows signs of multi-tier business; A number of activities capitalize on the trusting mentality of the Mong ethnic group and make thorough use of social networks, relatives, and ethnic relationships to encourage people to participate. Currently, the Muong Lat District Police are coordinating with the Domestic Security Division and Thanh Hoa Provincial Police to actively investigate and solve the case.
