Singapore is one of the most crypto-friendly jurisdictions in Asia. The Monetary Authority of Singapore (MAS) regulates digital payment token services under the Payment Services Act 2019, requiring licensing for exchanges and custodians.
Regulatory Framework
Trading & ownership
Legal. Retail trading is permitted; exchanges must hold a MAS Digital Payment Token (DPT) license.
Payments & Commerce
Permitted for peer-to-peer transfers. Commercial use of crypto as payment is allowed but not encouraged by MAS.
Mining Operations
Legal with no specific restrictions beyond standard electricity and environmental rules.
Exchange Licensing & AML/KYC
Required. Exchanges must be licensed under the Payment Services Act (DPT service provider license). KYC: Mandatory KYC/AML requirements apply to all licensed DPT service providers.. AML: Governed by MAS Notice PSN02 on anti-money laundering and counter-financing of terrorism.
Taxation
Capital Gains Tax
No capital gains tax. Singapore does not tax capital gains, including crypto gains.
Income Tax (Staking/Mining)
Crypto received as payment for goods/services or from mining/staking is taxable as income.
VAT & Sales Tax
Digital payment tokens are exempt from GST (Goods and Services Tax) since Jan 2020.
