The arrest of Kwon Do-hyeong, the CEO of Terraform Labs in Montenegro, has led to requests for his extradition from South Korea and the United States. However, the actual sequence of events leading to these requests has been a subject of dispute.
According to an official from the Seoul Southern District Prosecutor’s Office, the Ministry of Justice filed a request for extradition on the 24th, while the United States did it on the 25th. The prosecution has also revealed that CEO Kwon requested extradition through the Ministry of Justice via email and international expression after his arrest on the 23rd.
The confusion over the sequence of events arose after Montenegro Justice Minister Marco Kovac announced that South Korea and the United States had requested the extradition of the criminal. However, the prosecution has been unable to confirm the order of the extradition requests between the two countries, as the translation of Minister Kovac’s interview video by a Serbian domestic expert did not mention it.
Meanwhile, Shin Hyun-seong, former CEO of Chai Corporation and Terra co-founder, is undergoing an interrogation of the suspect’s warrant validity. Prosecutors see securing former CEO Shin as a stepping stone to gain an advantage in the competition with countries surrounding the extradition of CEO Kwon.
The priority of repatriation will be decided based on factors such as the seriousness of the crime, the place where it occurred, nationality, and other external factors. However, prosecutors have emphasized that the final extradition country will be determined by the Montenegrin court, and it is impossible to say which country will be advantageous.
